Allow users to enable two welcome types for new users.

1. Private Message. Sents a new private message to the new users (If they can see private messages if they can not, just change the usergroup for they can see them)

2. New thread. An introduction thread generated by Chatbot to present new users into the forums (You must select a valid forum to sent the thead, otherwise must cause some issue).

This is all, is a single but useful plugin it will be in beta phase for now, due some parts must broke if i do not take it in mind is just something in mind for this first version, that have to work within mybb 1.8.39 by default, in other versions i am not sure, but have to work fine, even with small modifications on core if necessary.
